Hong Kong, China origin, documented for TAA procurements.
For US federal agencies, GSA-schedule resellers, prime contractors and SLED buyers: every BQD memory module and SSD is manufactured, assembled, tested and packed in Hong Kong, China — a TAA designated country — and ships with the origin and compliance documentation your contracting officer asks for. Whether a product qualifies is a determination your contracting officer makes on the evidence in the file — we supply that evidence, and we say plainly when a product does not qualify.
What the Trade Agreements Act requires
The Trade Agreements Act of 1979 (19 U.S.C. § 2501 et seq.), applied to federal acquisitions through FAR Part 25, requires an end product to be wholly obtained or substantially transformed in the United States or in a designated country. Designated countries include the parties to the WTO Agreement on Government Procurement. Hong Kong, China is a separate member of the WTO and a party to that Agreement, so an end product substantially transformed there is a designated country end product.
The determination itself rests with the contracting officer, on the evidence in the file. Every statement on this page is backed by a document we will issue against your solicitation number.

Before you rely on this page
Origin turns on where the end product is manufactured or substantially transformed. At BQD those operations — module and drive assembly, firmware loading, functional test and packing — are carried out in Hong Kong, China. Goods that are wholly manufactured in mainland China are not designated country end products, and we will not present them as such.
Substantial transformation is decided case by case, on the specific product and process, and the final determination rests with your contracting officer. For a high-value acquisition, or where your officer wants the origin position documented before award, ask us for a country-of-origin analysis for the exact SKU — and, where the value justifies it, for a binding ruling from U.S. Customs and Border Protection. This page is supplier commercial information, not legal advice.
